For over seven decades, Unidentified Anomalous Phenomena (UAP) have occupied a complex space within the halls of government. Publicly, the subject has long been marginalized, often relegated to the fringes of scientific inquiry and popular culture. None-the-less, the internal historical record tells a wildly different story—one of consistent, classified engagement by military, intelligence, and research efforts seeking to understand advanced aerospace anomalies.
The history of official UAP investigations is deeply rooted in national security, airspace defense, and aviation safety. In the United States, this began in the post-World War II era with military-led efforts such as Project Sign, Project Grudge, and the highly publicized Project Blue Book. While Blue Book was officially shuttered in 1969 with the public assertion that UAPs posed no threat, recent disclosures have confirmed that defense and intelligence communities never ceased tracking these incursions.
Today, the nature of government UAP activity is transformed. Change began in 2017 with the revelation of the Advanced Aerospace Threat Identification Program (AATIP). This catalyzed a modern era of formal oversight. The current landscape is no longer defined solely by compartmentalized intelligence gathering. Instead, it is characterized by democratic action. Today, lawmakers are now utilizing the legislative process to force transparency. We see the drafting of statutory frameworks such as the UAP Disclosure Act and specialized provisions within the National Defense Authorization Act (NDAA), designed to protect intelligence whistleblowers, mandate the declassification of historical records, and exert eminent domain over recovered anomalous technologies.

Congressional activity in the form of public and classified hearings, has had meaningful impact on the disclosure effort by educating representatives on the topic and encouraging the executive branch forward in their activities. The willingness of Congressmen and Senators to broach the topic publicly has improved greatly in the pas decade , in no small part due to these hearings.
Legislation both proposed and passed have all demonstrated impact on the disclosure effort. Standalone bills like Schumer-Rounds (not passed as of this date) force discussion of the topic. UAP related add-ons to the National Defense Authorization act help to defend whistleblowers and require reporting on UAP.
These activities have also helped to normalize the topic in the eyes of the elected representatives and the public.
Reporting requirements drive government agencies like NASA, AARO and the military branches to institutionalize thinking and data collection about the UAP topic and deliver data to the public.
Programs such as the DoW’s All-domain Anomaly Resolution Office (AARO), and task forces like NASA’s Unidentified Anomalous Phenomena Independent Study Team (UAPIST) Perform a similar function as studies and reporting requirements forcing the governing agencies to institutionalize data collection and reporting on the topic while informing the public of some of the UAP information that they hold.
