France is widely considered a pioneer in government transparency regarding UAPs. The government established GEIPAN (Group for the Study and Information of Unidentified Aerospace Phenomena), which operates directly under CNES (the French Space Agency). They rigorously investigate reports and maintain a massive, publicly accessible database of their findings, categorizing sightings from explained to completely unexplainable.

The Agency Home page link is to the English language version of the Geipan sight.
